Our Leadership

Our leadership team at Central Vermont Home Health and Hospice is governed by a volunteer Board of Directors, which works in conjunction with our CEO to determine the agency mission and goals, set agency standards, controls and policies, and ensure that all programs, activities, and operations at CVHHH adhere to these policies.

We also work with two medical directors, who are affiliated with the University of Vermont Health Network-Central Vermont Medical Center, to provide medical oversight for our Home Care and Hospice teams. CVHHH is a member of the VNAs of Vermont, the professional association of nine non-profit Visiting Nurse Associations serving the entire state of Vermont.


Sandy Rousse - Center Vermont Home Health and Hospice Leadership
Sandy Rousse, CPA, President & CEO

Sandy Rousse has served as President and CEO of Central Vermont Home Health & Hospice since 2012. Sandy’s affiliation with CVHHH began 20 years ago when she joined the Board of Directors. Before assuming her current role, Sandy served as CFO, where she oversaw finance and information technology, and COO, where she oversaw finance, IT, long term care programs, and clinical operations.

Sandy possesses extensive knowledge of the home health and hospice industries and has participated in multiple health reform stakeholder workgroups in Vermont. She has in-depth knowledge of delivery system and payment reform. Sandy is passionate about community-based healthcare and its role in population health. “Home care providers have a wealth of information about their clients that could be extremely valuable in helping providers across the care continuum more fully understand how environmental factors impact a person’s medical condition. I am driven to find innovative solutions that can assist Vermont providers to improve health outcomes and care coordination for Vermonters.”

Sandy is a member of the OneCare Vermont Finance and Population Health Strategy Committees, the University of Vermont Health Network (UVMHN) Planning and Finance Committees, the Vermont Health Information Exchange Steering Committee, and the Green Mountain Care Board Nominating Committee. She is also a member of the Central Vermont Medical Center (CVMC) Board of Trustees.

Sandy is an accountant by trade and is a Corporator of Northfield Savings Bank. Sandy is a member of the VT Society of CPAs, the Barre Rotary Club, and the Barre City Police Advisory Committee.  She lives in Barre City with her husband and has a daughter in college.

Kim Lague - Center Vermont Home Health and Hospice Leadership
Kim LaGue, PT, Chief Operating Officer

Kim joined CVHHH in 1990 and has, since, worked in almost every department of the agency. Kim spent many years as our Rehabilitation Specialist overseeing the therapy program and managing the therapists on staff.

As COO, a position she assumed in 2012, Kim supports the quality management department and serves on the strategic planning team. In her role, Kim works closely with CEO Sandy Rousse to oversee all program operations and the Intake department. Kim also focuses on outreach with our community partners and collaborates with the agency’s marketing and community relations teams to develop new programs and outreach initiatives. Kim lives in Berlin with her husband and has two grown daughters.

Kelly Bishop - Center Vermont Home Health and Hospice Leadership
Kelly Bishop, Chief Financial Officer

Kelly Bishop holds a Bachelor’s Degree in Accounting from Champlain College and joined CVHHH in 2001 as Controller. She was promoted to Director of Finance, then Chief Financial Officer, in 2012. In her various roles, Kelly oversees the functions of the finance team, including billing, payroll, accounts payable, general ledger activities and financial reporting.

As CFO, Kelly provides overall financial oversight and manages reporting of financial data to the Board of Directors, CEO and Senior Management. Kelly also provides financial data to relevant State offices (i.e. Department of Aging and Independent Living) and federal bodies (including the Centers for Medicare & Medicaid Services).

In addition, Kelly manages CVHHH’s business insurance and contracts. “I welcome the opportunity to grow in my career at CVHHH and to continue to deliver the same quality of service that we have provided for over a century. I remain committed to keeping CVHHH at the forefront of the home health care movement in Vermont.” Kelly lives in central Vermont with her husband and has two grown daughters and two grandchildren.

Kelly-Rue Riso, SHRM-CP, Chief Human Resources Officer

Kelly-Rue Riso joined CVHHH’s Senior Leadership team in 2022. She brings over 16 years of human resources management. Most recently, she worked at Vermont Technical College’s Director of Human Resources.

Kelly-Rue lives in Barre with her husband and two children. Outside of work, she enjoys spending time with her family, working around her house, crafting, and relaxing at the lake.
